■ Outcome
• Shared the recent progress in ICT policies and implementation in each country, and exchanged their views about current situations, challenges and future initiatives regarding “Development of new technology in the field of ICT” and “Utilization of ICT towards the new generation”
• Recognized that the initiatives would make a contribution to the sustainable development of Northeast Asia and would be the basis for solving regional and global issues as well as achieving SDGs
• Acknowledged the need to continue the discussion at all levels for revising the arrangement signed on the occasion of the last Ministerial Meeting in January 2011, by setting up a working-level consultations on a regular basis
• Welcomed the holding of the CJK ICT companies exchange meeting on 5G, AI/IoT and 8K and confirmed the importance of promoting dialogue and exchange among business sectors in the field of ICT
• Agreed to closely collaborate with the TCS, to firmly support the TCS to continue its role as a hub for trilateral cooperation in the ICT mechanism and to involve the TCS in the future projects conducted under the mechanism to the maximum extent

■ Outcome
The three Ministers discussed the importance of trilateral cooperation in responding to emerging technologies and standardizations, and shared the view to reorganize the cooperation structure and revise the cooperation areas, signing the revised Arrangement.
Major points of the revision are as follows:
a) Cooperation Areas
Agreed to cooperate in following areas such as emerging ICT, network deployment and application, telecommunications, network and information security, radio, and human resources and development.
b) Exchange and Meeting
Agreed to hold Ministerial Meeting once a year, in principle in order to strengthen the exchange and cooperation among the three Parties.
c) Structure and Operation of the International Cooperation Committee
Agreed to set up International Cooperation Committee designating Director-General level officials as representatives. The
International Cooperation Committee is tasked to carry out mutual cooperation in the following areas:
1) Prepare Trilateral ICT Ministerial Meeting
2) Coordinate various cooperation activities
3) Identify new issues and work out cooperation agenda
4) Other areas decided by the three Parties

■ Outcome
The ICT Ministers of the three countries agreed to encourage following programs to be implemented as priority.
a) ICT Human Resource Development Program for ASEAN Countries
Agreed to provide human resource development project in ICT sector to ASEAN countries, and to appoint experts for program design and on-site lecture and cover the expenses incurred by the trainees of undeveloped ASEAN member countries.
b) Strengthening Network and Information Security Information
Agreed to strengthen exchange and cooperation in network and information security by utilizing the existing information sharing mechanism. The three Parties shall further enhance the sharing of such information as development trend, status assessment and the latest solutions of network and information security.
c) Exchanges and Cooperation on RFID/SENSOR Network Technology and Application
Agreed to seek wide cooperation on the technology development and application exploration of RFID/Sensor Network through strengthening human resource exchange, guiding and supporting the R&D, and implementing pilot project.
d) International Internet Connectivity (IIC) Tariff Settlement Model Study
Agreed to cooperate in making the exploration of new reasonable and operable model of Internet tariff settlement.
e) Joint Development, Optimization and Upgrading of Open Source Software
Agreed to explore the possibility of the creation of the CJK OSS Research Developer Community where researchers and developers can communicate with each other in the existing North East Asia Open Source Software Promotion Forum.
f) 4G Key Technology Standardization Study
Agreed to conduct a study of 4G key technology standardization toward the realization of global harmonization shifting their scope of cooperation from 3G mobile communications to 4G.

■ Outcome
Recognizing the importance of further promoting trilateral cooperation in emerging technologies such as Radio Frequency ID
(RFID) tag and ubiquitous network, ICT Ministers of the three countries agreed to amend Arrangement among the ICT Ministries of the three countries on Cooperation in Information and Communication Sector adopted at the 2nd Trilateral ICT Ministerial Meeting in 2003. The contents of the amendment are as follows;
a) The name of the Meeting
The consultative mechanism of trilateral ICT cooperation is named “East Asia (CJK) ICT Summit.
b) International Cooperation
In order to identify possible areas of cooperation, coordinate activities of existing working groups, forum and liaison system, and ensure the efficient and systematic operation of the Arrangement, the three countries agreed to jointly set up an international cooperation working group and cooperate in the following areas;
(1) Support for smooth operation of “East Asia (CJK) ICT Summit” as a secretariat
(2) Preparation of the Trilateral ICT Minister’s Meeting
(3) Integration and coordination of activities of other working groups, forum and liaison systems
(4) Identification of emerging new issues and agenda for cooperation in the Parties
c) Next Generation Internet and RFID/Sensor Network
To promote the development of Next Generation Internet (NGI) technology such as Internet Protocol version 6 (IPv6) and Radio Frequency Identification (RFID) Sensor Network technologies, the three countries agreed to set up an RFID/ Sensor Network subworking group in parallel with the existing Next-generation Internet Working Group to cooperate in the following activities;
(1) Exchange of information/experts and joint hosting seminars on RFID/Sensor Network
(2) Cooperation in R&D and standardization of RFID/Sensor Network technologies
(3) Demonstrative experiments of RFID inter-operability
(4) Exchange of information on Ubiquitous Network

■ Outcome
Recognizing that information and communication technology (ICT) is an essential infrastructure for regional development and cooperation, the ICT Ministers of the three countries agreed to promote cooperation in the following 7 areas and signed the Arrangement among the ICT Ministries of the three countries on Cooperation in Information and Communication Sector. The 7 areas of cooperation are as follows;
a) 3G and Next-Generation Mobile Communications
Agreed to jointly set up a mobile communications working group to cooperate in the following areas;
(1) Wireless Internet service
(2) International roaming of mobile communications
(3) Joint R&D and standardization of mobile communications technologies and services
(4) Other mobile communications areas as agreed by the Parties
b) Next-Generation Internet
Agreed to jointly set up a next-generation Internet working group to cooperate in development and standardization of next-generation Internet technologies such as IPv6 and facilitate development of next-generation Internet-based businesses. The working group is to support the following activities;
(1) Exchange of information and joint hosting of seminars for the promotion of IPv6
(2) Cooperation in R&D and standardization of IPv6
(3) Development and promotion of IPv6 application services
(4) Exchange of exerts on IPv6
c) Digital TV and Broadcasting
Agreed to jointly set up a digital TV and broadcasting working group to cooperate in the following areas;
(1) Information exchange on digital TV and broadcasting technologies
(2) Promotion of digital TV and broadcasting technologies and related industries
(3) R&D of digital TV and broadcasting technologies and related industries
(4) Exchange of information and technologies on the digital TV and broadcasting industry
(5) Exchange of experts from industry, academia, research institutes and other related organizations
(6) Other digital TV and broadcasting areas as agreed by the Parties
d) Network and Information Security
Agreed to jointly set up an IT network and information security policy working group to enhance the exchanges in the following areas;
(1) Network and Information security policies and mechanism
(2) Joint response to cyber attacks including hacking and virus, and exchange of information
(3) Information of online privacy protection
e) Open Source Software
Agreed to jointly set up and operate Northeast Asia open source software promotion forum in order to promote cooperation in the following activities;
(1) Measures of open source software application promotion
(2) Exchange of technology and research information
(3) Exchange of experts from industry, academia, research institutes and other related organizations
(4) Joint R&D
f) Telecommunications Service Policies
Agreed to jointly set up and operate “China-Japan-Korea Policy Forum on Telecommunication Service” in order to exchange the following information for the effective governmental regulation on the telecommunication markets;
(1) Research on telecom service policies
(2) Classification of telecom service providers
(3) Management policies concerning the construction projects of telecom service providers
(4) Telecom market entry
(5) Universal telecom services
(6) Interconnection policies
(7) Dispute settlement among telecom agencies
(8) Protection of telecom service users
(9) Other regulation policies for fair competition
g) The 2008 Beijing Olympics
Agreed to cooperate in construction and enhancement of communications network, network and information security, system integration, and e-government for the Beijing Olympics.
